When freezing rain is in the forecast, our Public Works team uses a strategic approach to keep roads safer. One of the most effective steps is leaving a thin layer of loose snow on the roadway. This helps absorb the rain before it freezes, reducing the chance of a smooth, icy surface that can be extremely dangerous.
Ahead of any winter event, our operators are already out patrolling and monitoring conditions. We follow Ontario’s Minimum Maintenance Standards to assess road safety and determine when to deploy sanding trucks. During freezing rain, crews focus first on intersections, hills, and corners. These areas are where traction matters most for drivers, pedestrians, school buses, and emergency responders.
